After Italy failed to receive land at the Paris Peace Conference,, unemployment rates raised, there was a lot of social unrest and the democratic government did not help with any of Italy's economic issues. Italy then leaned towards having a leader, his name was Benito Mussolini. Mussolini promised to help restore Italy's damaged economy and provide strong leadership. He then founded the Fascist political party, Fascism describes a political movement that emphasized obedience to a single leader and loyalty to ones' own state and also attacked any other political party. His fascist party was also supported by the middle class, industrialists, and the aristocracy.

Germany had a one party rule, a racial superiority belief, where one group of individuals was more "superior" than the other, and also a supreme leader rule which were all characteristics of the fascism movement. Germany's leader of the Nazi party was Adolf Hitler. Hitler was inspired by many of Mussolini's policies on fascism like his superior racialism where Hitler was racist towards "non aryans" such as jews, gypsies, and slavs, and the principle that the state is more important than the individual.

In Mussolini's, "The Doctrine of Fascism" he states, "Anti-individualistic, the Fascist conception of life stresses the importance of the State and accepts the individual only in so far as his interests coincide with those of the State, which stands for the conscience and the universal, will of man as a historic entity"(Mussolini). Fascism seems to reject individualism, but values loyalty to one's country. In Germany, a supreme leader took control who was known as Adolf Hitler. Hitler also reinforced the idea of racial superiority towards the superior group,aryans, and the inferior group, non aryans, as well as the idea of having one main political party which was Nazism (German party of Fascism). In Italy, Benito Mussolini became the supreme leader, where he created the Fascists party. Mussolini's got rid all other political parties besides fascism and abolished all democracy directly relating with how hitler got rid of all other political parties in Germany. In Both Germany and Italy supreme rulers were established and each of them only allowed a one party-rule which were the two main elements of fascism.
