Stalin aimed to create a communist state in Russia, to do so, he created constructed a Totalitarian government. He maintained this government by destroying enemies, using police terror, censorship, and indoctrination.

Stalin's regime directly compares with the way of a totalitarian government because of Stalin's use of police terror, propaganda, and religious persecution and the way he dominated the government. Stalin applied police terror by using the police tanks and armored cars to sop riots. The police executed and arrested many "traitors" and monitored private information of the citizens like telephones and mail. In 1934 stalin launched what is now called the Great Purge where he executed and eliminated anyone who threatened his own power. In Lenin's "Letter to Congress" he states, "Comrade Stalin has unlimited authority concentrated in his hands, and I am not sure whether he will always be capable of using that authority with sufficient caution"(Lenin). Lenin has a great concern about Stalin abusing his power. Stalin's propaganda made people accept his beliefs and actions. Also, in a totalitarian government, the government controls all education just like Stalin's Regime. Students all learned the believes of the communist party and learned to glorify the leader and his policies.
